The “Four Way Test of Rotary defines the totality of Rotary’s International scope which is to serve humanity as embodied in the ideals and objectives of Rotary International. To further RI’s vision and mission to serve, the formation of more clubs in imperative, if to replicate the attainment of these objectives is to become a reality. RI’s vision to propagate those ideals and objectives could have been the motivating factor which triggered the Rotary Club of Cebu West (RCCW) under the stewardship of then President Ted Flores in 1982 to pass a resolution for the creation of the Rotary Club of Cebu Fuente. That same vision continues to live on and inspire RCCF Rotarians to carry on the vision of their mother club; and so, RCCF’s record through the years speaks for itself. It was during the incumbency of District Governor Quintin Doromal of D-386 (now 3860) and RI President Himojo Mukasa of Japan when the Rotary Club of Cebu Fuente (RCCF) was chartered on October 29, 1982. With RCCW Past Pres. Cesar “Sar” Estalilla as its charter president, the 11th Rotary Club in Cebu was born.
